There is an explanation here of why it's non free: https://fedoraproject.org/wiki/Licensing/CACert_Root_Distribution_License I would agree with it, barring that it does not explain why a certificate would be something copyrightable. For something to be copyrightable, creativity needs to be in the work. A certificate is essentially random numbers fed to an existing algorithm, yielding no creative effort. Still, it's unclear to me why CAcert thinks it can and should claim this copyright. They do not explain that in a place I could find. My concerns with CAcert are not so much about the licensing.
