Hi, Alexandre, your understanding is correct and applicable to most Linux distributions.
CC-BY-SA-NC isn’t freely redistributable due to the restriction on commercial use, thus, in a broad sense, not free software. I’m CC’ing the original bug report so that this information is available to others (I hope it’s fine with both of you).
