Technically, it is, as I said on IRC that I was closing it five minutes before you submitted the bug :-) However:
The update includes the Olson DB versions 2013i and 2014a (but not yet 2014b).
Given that this would bring it in line with the tzdata upload in p-u, if the upload could be made this evening then I'd be prepared to accept it for 7.5.
