JBIG2: http://www.jpeg.org/jbig/jbigpt2.html here you can find a PDF file. jbig2dec sources could be interesting in the "links" section. wikipedia gives some hints also: http://de.wikipedia.org/wiki/JBIG there you find information about the appropriate ISO/IEC or ITU-T specs but I guess these are not freely available for download.
