Sorry for the confusion, I was not clear enough. I did not mean to say that one depends on the other. Just that with udev triggering hdparm, it suddenly is possible to use hdparm with devices that are not connected permanently - except for the name issue. It was meant more as a side-remark than an additional requirement for this bug to be fixed. This specific bug can be solved by just adding the udev trigger.
