I think that there should be a file to give information / references on how to get these things back. The NEWS file should be used to give some information (but it would be nice if information could be given when the user starts FF29 for the first time). Even if the user isn't the admin, if he notices some important changes, the NEWS file is the place one generally looks at in the first place, AFAIK.
