Regardless of what the license is *intended* to be, CeCILL-C in fact includes restrictions not present in the GNU GPL and has no explicit conversion-to-GPL clause, unlike the CeCILL license. As a consequence, CeCILL-C really appears to be GPL-incompatible, unfortunately... Anyway, thanks for following up on this bug report of mine.
