I was confused about this. It is actually needed on all arches for the autoreconf to work properly. Without it the build target becomes null and make check fails because there is nothing to check (which is whay I got confused). So that is in fact consistent acrossarchitectures. I suspect this actually points to something sub-optimal in the automake file.
