There are many files that are plain zip files being misidentified as Microsoft 
Office OOXML.

A file for testing can be downloaded from Oracle: 
http://www.oracle.com/technetwork/developer-tools/sql-developer/downloads/index.html?ssSourceSiteId=otnpt

The version 4.0.2 is identified as Microsoft Office OOXML.

Many others that include plain text near the start seem to be misidentified as 
well:

ReproComposites.zip: Microsoft OOXML
sqldeveloper-4.0.0.13.80-no-jre.zip: Microsoft OOXML
sqldeveloper-4.0.2.15.21-no-jre.zip: Microsoft OOXML

All of the above are actually zip files.
