Thanks for your work in this reference package.
Finally had time to look into it. Just a couple of mostly cosmetic
issues, see attached patch.

current installdeb-aspell ${aspell:Depends} sets plain "aspell" as
dependency. Since oldstable aspell is 0.60.6-4, plain aspell should be
enough, as Andreas suggested. If for some reason an explicit minimal
aspell version is needed it would indeed need to be added, but I do
not think is the case.
By the way, dictionaries-common-dev 1.23.3 is already in the archive.
A new 1.23.4 will be uploaded soon with some changes regarding
emacsen-common dependency, but it will not affect aspell-simple.
