I had the same symptoms after an upgrade that switches to systemd and found out that in my case it was related to having
net.ipv6.conf.all.disable_ipv6 = 1 in /etc/sysctl.conf After commenting out this line, cups starts normally. Wanted to add this info to the bug record in case it can help another user.
