        Yes, kernel-package did indeed add a depends relationship, since
 it is required while building the documentation related packages. If
 xmlto is not present, amke-kpkg ... buildpackage fails.

        I think that suggests was too weak/ However, the size of the
 packages you need to install just so you can build kernel documentation
 does seem onerous, given that most common case for the people using
 kernel-package is to build image or header packages.

        Perhaps a compromise might be to move the dependency to
 recommends, and make a note in the man page and coumentation about the
 need for xmlto in order build all the documentation?
