I'm not sure about the timestamps, though DDPO was still showing "tmpfail" when I wrote that mail. It gets its data from http://ci.debian.net/data/status/unstable/amd64/packages.json so presumably that file was still listing pg-9.1 at the time. Now it doesn't, so I'll leave it to you to see if there's anything left to fix. The user-visible part seems fixed now, so the bug could be closed.
