udev does not even know about blacklists, module-init-tools does.
Recent versions of module-init-tools properly support hotplug-style
blacklisting, and I have no reason to believe that they don't.
So I do not understand what you think my packages should do. Please advise.

Converting the hotplug-style blacklist to a module-init-tools-style
blacklist would be nice, but only if you wanted to remove the old
blacklist at the same time.
Since both are supported, there is no reason to have two.
