Well, $mime_forward is the way to accomplish this, yes. When setting it to "ask-yes", when forwarding messages Mutt will ask: Forward as attachment? ([yes]/no): If the answer is "yes", or mime_forward is "yes", the forwarded message will be sent as an attachment, preserving all the structure (and of course existing attachments).
