This is not a violation of policy *per se*, because documentation is the responsibility of the developer, not the package maintainer.
However, the policy does state that a bug should be filed and left open until documentation exists ( https://www.debian.org/doc/debian-policy/ch-docs.html#s12.1). I'm not sure why this bug was closed in the first place, given that the documentation has not been added to version 0.3.
