You are very wrong here.  A GPLv2-only program cannot link with a
LGPLv3 library.  Because of this the license of GNUstep Base and GUI
was downgraded to LGPLv2.1+.  Unfortunately.

This is also the reason why glibc's license has not been upgraded; it
would make all GPLv2-only stuff undistributable.
