This is possibly something that the Java team could adopt. I'm certainly motivated to get the latest version of Scala in before the freeze but I have less packaging experience than other members in the Java team.
I'll have a look at what dependencies are needed in order to get it to build offline in Debian. If you have any notes or work done so far please share it. Thanks.
