As I write, my local test build show that make is called by -j1, but
given that it doesn't hurt enabling it, I did.
Are you either tried to
a) export DEB_BUILD_OPTIONS="parallel=N"
b) pass -jN to dpkg-buildpackage
(where N is the number of build jobs to use)?
