Dear Charles, the matching is case insensitive, so case is not important for this tag (it will not fire if the case is only changes). It is important for me as lintian developper. For each different wording I need to add a regex in lintian to check if it is really a free gfdl. And moreover it help to catch spelling mistake. I could add this tag is mainly for lintian developper if needed.
