Package: dh-exec

Dear Maintainer,

when using dh-exec --with=install the install-rename script
tries to its work on lines that look like this:

#f/o/o => /b/a/r

Would be good if lines starting with # where skipped instead,
since one of the reasons it might be commented out is because
it's known to not work (and thus failing the build also
when it's commented out is not very nice).
