Yeap! It is the same case of the some other files as build/depcomp or
build/compile. One paragraph of the license says:
# As a special exception to the GNU General Public License, if you
# distribute this file as part of a program that contains a

# the same distribution terms that you use for the rest of that program.
I was ready to upload the package but... When I tested it in
cowbuilder, I got 'segmentation fault'. See:
