Fwiw, this is unlikely to be fixed upstream. The last release was in 2008, and the package was officially deprecated in 2012, in favor of a replacement from the same author, xraylarch: http://cars.uchicago.edu/xraylarch/
The author describes the latter as "a complete set of XAFS Analysis tools (replacing all of the Ifeffit package)", and unlike Ifeffit, it's maintained and builds against recent libraries.
