None. An empty .muttrc produces that error message. I should have included that bit of checking in the original report but neglected to say that it does this with the stock package configuration only. Neither is it something in /etc/Muttrc.d/gpg.rc nor in the /etc/Muttrc.d/smime.rc files either, having moved them out of the way the result is the same.
