No, perl-base doesn't have a Multi-Arch annotation yet. It's Essential:yes, so dependencies on it are generally left out altogether. Also, packages should normally depend on the full 'perl' package rather than perl-base (see the Perl policy). I don't think we want explicit dependencies on perl-base:any for /usr/bin/perl; leaving out the dependency has the same effect. Perl modules or programs needing modules from perl-base may be another matter, but I'm not tackling that for this release. I've been sort of neglecting these bugs, apologies for that.
