In jessie squid3 startup script doesn't create run dir.
create_run_dir procedure exists, but isn't called. Perhaps, it should be
called in start(). This causes squid to fail with strange errors like
commBind: Cannot bind socket FD 15 to [::]: (2) No such file or directory
when multiple workers are enabled.
