Dear Maintainer,

   * What led up to the situation?

Routine upgrade.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

apt-get dist-ugrade caused the change by upgrading base-passwd.

   * What was the outcome of this action?

Updating base-passwd changes the entries in the password files,
without explicit administrator permission and not respecting changes
previously placed there by the administrator.

Setting up base-passwd (3.5.36) ...
Changing shell of news from /bin/sh to /usr/sbin/nologin
1 changes have been made, rewriting files
Writing passwd-file to /etc/passwd
Writing shadow-file to /etc/shadow
Writing group-file to /etc/group

   * What outcome did you expect instead?

Since the shell entry for news is set deliberately by me, I expect
base-passwd to ASK whether it may change it.
