multiple keyboard layouts? How do you change between them from the
keyboard?

no, I don't use multiple keyboard layouts, hence I don't change between
them at all. (And, to answer your previous question, I've got just one
monitor attached to my PC.)

Unfortunately no. Upstream is not responsive and hiding to be
more precise.

I can fully confirm this statement of László. Although I was part
of the VICE team before I quit, even I am not able to contact them
anymore: I am simply ignored.
That's bad. :( I loosely follow the VICE development for years
especially that I was a friend of Ettore Perazzoli. It changed a
lot.

It's a pitty the VICE team stays unresponsive... VICE is such a great tool for vintage enthusiasts!

The only possibility to contact them might be to use the bug
tracker on SF.

I've tried and got an answer it works on Gentoo. Waiting for more
answers as I could figure out more that may help. It seems if I set
grp:shifts_toggle option to setxkbmap and I can switch keyboard
layout with both shift the bug appears. But if I use
grp:alt_shift_toggle and can switch layouts with alt+shift, then
shift in x64 works as expected.

I can confirm that shift-up get's recognized after issuing setxkbmap -option "grp:alt_shift_toggle" -- that's fine with me for now. (BTW, in contrast to you, Lazlo, I *can't* confirm that the problem also occurs under Xfce4 and Gnome!)
