Okay, I haven't noticed this reassigned bug before. Acting on it now. Please indicate at least which version you see as problematic, and also describe how you run your jessie guest (show the qemu command line). I definitely can shut down linux guests (including jessie and wheezy) just fine from both inside and outside the vm, so I can't reproduce the problem and need some additional information.
