Sorry for the late answer, I was without my laptop for a while. Values are: security.tls.version.max 3 security.tls.version.min 0
Mozilla has changed the default for the TLS version after the full implementation of TLS 1.2 into Thunderbird version 28, they now set the usage of TLS 1.2 as mandatory but you can change this behaviour via security.tls.version.max. You can change the value for this on "Edit -> Preferences -> Advanced -> General -> Config Editor".
I tried anyway to reduce security.tls.version.max value on 31.1, but without effect.
