debootstrap was specifically written to not require anything from a
Debian system; it should work on just about any POSIX system.

At least that was the case a decade ago; I must admit I haven't been
following along very well.

If that's still the case, then all you really need is to do something
like "alien --to-tgz debootstrap*deb"
