Hello,

This not going to happen. libgnutls-dev will simply be removed. It
will not be taken over by gnutls28.

The latter change was on the paranoia side, it simply makes sure that
both gnutls library dependency and python-gnutls are using the same
GnuTLS backend. Not knowing mandos at all I went for the safest
possible way.
