One note while I am reading the source code of dbconfig-common, I
believe that if you would correctly register /etc/cacti/debian.php with
dpkg-statoverride, your files should be save against dbconfig-common
changing the ownership and permissions.

Not that I think it should be necessary for configuration files, but at
least dbconfig-common uses that information.
