the purpose of kexec is that it works 'out-of-the-box', this doesn't work anymore with a default jessie system (kexec 1:2.0.4-1, systemd 215-5+b1), a 'normal' reboot with kexec now behaves like a coldreboot, so kexec-tools is basically useless with systemd now.
