The problem is that LXDE tries to read the configuration from 
~/.config/lxpanel/LXDE/panels/panel instead of 
/etc/xdg/lxpanel/profile/LXDE/panels/panel. As the user configuration does not 
exist, the panel shows empty.

If the user configuration not exist, LXDE should read directly from 
/etc/xdg/lxpanel/profile/LXDE/panels/panel. That's the error.
