Justification: breaks unrelated software

debian-security-support causes trigger loops, breaking other packages' upgrades. To reproduce, try this in a minimal chroot:

# apt-get install debian-security-support gettext man-db
[SNIP]

# apt-get install --reinstall gettext gettext-base
