why would gdb-minimal work when gdb is not working?

Because gdb does (at least, did in the past) strange things with its tty that defeated expect. gdb-minimal does nothing fancy and uses only stdin
and stdout, not a tty.

Perhaps there exists a command-line option to newer gdbs to disable this
tty thing?
