Hi,

When I run

 sudo ooniresources --update-inputs --update-geoip

and /root/.ooni does not already exist, the following messages are
displayed:

> Configuration file does not exist.
> Creating it for you in '/root/.ooni/ooniprobe.conf'.
> Traceback (most recent call last):

Manually creating /root/.ooni allows the command to succeed.
