Within the "sudoers chroot workaround" (for the former sbuild
bug), mini-buildd finally removes /etc/sudoers prior to
building.

While this is basically fine, newer versions of sudo may fail to
upgrade when /etc/sudoers is missing; an upgrade may acually
happen in case there is a resp. sudo package update within the
(currently one week) period where the base chroots are not
checked automatically and hence don't get updated.

Workaround is to manually check the resp. chroots, and hence
trigger an update, or just wait a wekk :).

mini-buildd however should not remove /etc/sudoers, but rather
create an empty file.

Note that this all is just for compatibility for old-style
chroots (with the sudo workaround) from mini-buildd <= 1.0.4
