This seems to have been fixed by upstream in
https://github.com/zaf/Asterisk-Flite/commit/ee1b1a88b96dddf7a85f0f7b854501ecdcee1765
I would suggest to get the latest upstream version, which is verified to
build with Asterisk 13.
