I would probably need some help here as I'm not using upstart. For what I can see, in debian plymouth is missing the upstart bridge which in the upstream code base and can easily be enabled. But the package is also missing some upstart jobs compared to Ubuntu which are not in the code base. Everything would of course requires some testing.
