No, I don't think so. The with_deps_on_target_arch_pkgs option is unsupported in the gcc package and is disabled in 4.9.1-19. The updated cross-ma-install-location.diff actively breaks normal cross builds and is therefore not applied in normal builds. It is only a matter of time until this is gone entirely.
