This happens with most or all the tests in t/.

The test files have this snippet:

  BEGIN {
        $MODULE = (-d "src") ? "Digest::SHA" : "Digest::SHA::PurePerl";
        eval "require $MODULE" || die $@;
        $MODULE->import(qw());
  }

so it looks putting (say) src/sha.h in debian/tests/test-files
might work around this.
