Builds of psocksxx covering only its architecture-dependent binary
packages (as on the autobuilders, or with dpkg-buildpackage -B) have
been failing:

Could you please take a look, and arrange to run this command only when
actually building the -doc package?

For that matter, it would be good to move doxygen to Build-Depends-Indep
and likewise run it only when building the -doc package.
