piuparts works for me on jessie if I add gcc to the minbase set by editing the debootstrap script. I guess an easy workaround would be passing in "--include=gcc" to debootstrap, but then we still don't know the root cause. ;-) But it's probably better to do that than having it broken out of the box on jessie.
