I think I found the reason. rrs@learner:~$ grep ONDEMAND /boot/config-3.16.0-4-amd64 CONFIG_CPU_FREQ_DEFAULT_GOV_ONDEMAND=y CONFIG_CPU_FREQ_GOV_ONDEMAND=y Can you check the same on your box ?
