I have been investigating cryptsetup behavior as you suggested, and I found out that there is also a problem with passphrases in plain mode.
I described it here: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=768407#20 . This one may or may not be systemd-related. Anyway I'll continue to dig into this issue, maybe I can fix it.
