At least this part of your analysis is wrong. The Built-Using header would be ensuring that the corresponding source is available. In this case however, ola uses jquery-ui 1.8.21 while jessie has 1.10.1 already. So the corresponding source is actually not longer in Debian. Since Built-Using only works on binary packages and does not work on source packages, there is no technical mechanism to ensure that the source corresponding to ola is indeed available.
