Dear Maintainer,

After enabling the daemon in /etc/default/deluged, starting the service has no 
effect and leaves no logs.  Exit code is 0 when running 

root@xob:~# service deluged start
root@xob:~# echo $?
0

In addition, whilst the home directory of debian-deluged, the user under which 
the daemon runs, is /var/lib/deluged, the directory /var/lib/deluged/config is 
owned by root:

root@xob:~# ls -ld /var/lib/deluged/config/
drwxr-xr-x 2 root root 4096 Oct 26 16:48 /var/lib/deluged/config/

This makes the directory unwritteable by deluged.  Fixing the ownership of this 
does not solve the problem of the service not starting up.

I also tried to follow the upstream instructions for the daemon which suggest 
running the daemon manually once so that the config directory is populated with 
the right files.  I did not succeed probably because the debian-deluged user is 
configured without ability to login.

Needless to say this makes the package completely unuseable for me, and 
probably for all.

(there is also a statoverride entry for the debian-deluged user that is left 
over when purging, which breaks dpkg)
