I guess we need to patch this. In Debian, this is /etc/init.d/virtualbox.
The error message is from upstream and misleads users.

Just a restart of the virutalbox service should suffice. Actually,
perhaps we should be doing this in the dkms postinst itself.

But, why did the problem occur in the first place ??
Did you have the necessary header packages installed ?
